BOARD OF SELECTMEN – Regular Mtg. Minutes  

5 PM  Meeting was called to order at the Town Hall Annex.  Present were Chairman Edith Morgan, Stan Moss & Jon Fudeman, also T.A. Nina Nazarian. and Advisory Board members arrived intermittently starting with John Shipman, George Handy, Jim O’Coin, Bill Lawton and Wayne Adams.
        Before Edith arrived, Stan and Jon voted all in favor to approve minutes of April 24 with executive session. The three then considered dedications of two Eagle Scouts—signing a certificate for Collin Shanahan and a dedication of the bench made by Sam Goodnow at Dingman Park. Stan and Nina will attend on Saturday.
 5:10 PM  Selectmen and the Advisory Board agreed that the warrant for the May 10 ATM was ready to go and voted all in favor to sign the warrant as presented, so it can be posted.
        The two boards considered the motions and discussed the procedures for presenting the Advisory Boards opinions on Art. 3 for the WRSD school budget. The Advisory Board will communicate beforehand with Moderator Henry Pape. They do not support the Operations Assessment line item that went from $488,530.00 to $709,563.00 on one year. The Adv. Board doesn’t  support Art. 12 for stabilization funds and held off on Art. 23 to transfer money from a stabilization fund for Fieldstone Farm purchase of 10-20 acres for future municipal use--amount is still to be determined.
        Selectmen decided to meet in executive session for the Fieldstone Farm article on Thursday, May 5 at 4 PM.      Board read an update on activities by Marty Dell’Erba, asst. mgr. for PBMLP. They then considered requests from Merriam Road residents concerning traffic, especially during ski season, and they want a 3-way stop sign at the corner with Gregory Hill Road. A memo from Police Chief Powers indicated that her staff monitored the road in unmarked police cars for six months, through the winter, and concluded that was no justification for any action at the time, but offered to continue monitoring at peak times in the future. Board discussed criteria form state and federal traffic control standards and situation doesn’t approach numbers required for signage/action.
5;45 PM  Selectmen voted all in favor to approve May 28 CMS road race to summit of Wachusett providing fire and police chiefs approve with minor conditions and proof of insurance is required. 
        The board voted all in favor to spend $8,000 for floor tile at T.P. School. There was $26,000 previously approved for the project. They voted all in favor to authorize the T.A. to contract for and spend $8,200 for environmental sampling at the old landfill off Hubbardston Road, to come from the Environmental Clean-up Fund.
        Nina will send the signed versions of the warrant to the town’s school committee members so they can get a heads-up on the budget non-support. Selectmen discussed an offer from the Fieldstone Farm group to add 10 acres to conservation land but more information is needed.
        Advisory Board adjourned to the small room for discussion.
6:04 PM  Selectmen went into executive session. Stan moved and Jon seconded to go into executive session: in accordance with M.G.L. c. 30A, §21: Exemption Six - To consider the purchase, exchange, lease or value of real property if the chair declares that an open meeting may have a detrimental effect on the negotiating position of the public body.  Edith M. called for a vote and in roll call Edith voted “Aye,” Jon voted “Aye” and Stan voted “Aye.”  Edith then announced that the Board would enter into executive session to discuss Fieldstone Farm and not return to regular session after adjourning.
